I honestly understand people having an issue with the low amount of ammo and the frequent weapon breakdowns. But I have to state that it was a major contributor to the staying power of the game, SS2 is on the very small list of games I keep returning to every year when I'm looking for a REAL quality game experience (On the top of my head I can only think of XCom: Apocalypse, Hidden and dangerous II and GTA: Vice City besides SS). Unfortunately I can't get SS2 to work on XP so I've "replaced" it with DeusEx which is also an awesome game, but it's nowhere near System shock 2.
On the story/atmospehere aspect, Systemshock 2 alongside Alien versus Predator have managed to create the best atmosphere ever, you just feel you're there. Systemshock 2 by a great story line combined with the fact that you always had to be on your toes. But whereas SS2 makes this an all over experience, AvP only managed to do it when playing marine against aliens on some of the first levels.
The ammo scavenge idea is good, and the question about whether or not people would select it is a really good one. Personally I always made sure I had the hack ability from the word go because with it you could do along more then with any of the other skills combined.
I found a link to here from wikipedia and I'm disapointed that SS2 never made it to number one in any of the best games of all time, because IMHO this is a no-brainer. SS2 is the best game of all times. GTA: Vice City comes close (which made me feel like being in the 80's) but SS2 will forever be the über game experience.
