I know this thread is ancient history but the blogs still going so it seemed worth it to throw my 2 pence in. System Shock 2 is my favourite game of all time. When ever we have discussions about old games over a pint - it comes up. The creapyness of the cybernetic nurse, the freakyness of the story, and yes having to bludgeon a giant laser armed robot to death with a wrench because nothing else is working..... We always amke somebody feel like they missed out on something brillant - which they did. There was some really brillant stuff in the game - and part of that was the weapon breakage/low ammo issue. Personally I never found it that much of a difficulty on anything other then impossible (and no I've never finished it on impossible). But it made you stop and think about what you were doing.... Made you use different guns, for different situations I suspect that part of the problem was the possibility of getting your self 'stuck' no nanites, no working weapons and no repair tools. At which point you were utterly boned. So perhaps some sort of emergency repair feature might have been good. I'm not saying that it might not have needed tweaking but I am saying that without it SS2 would not have been the tense as game it was.
